Every bishop is a priest, but not all priests are bishops. A priest is anyone who has been ordained to the priesthood after training in a seminary. A bishop is a senior priest with several responsibilities as a leader of a diocese. Being a bishop is a promotion from lower levels of priesthood. No priest starts service as a bishop just as no teacher can start his or her career as head teacher.
